The BT line we have unused in the house which was last used by Sky is now apparantly dead, and everywhere is asking for a reconnection fee to install a new line ; why would this be? Would it not be a case of just reactivating it?

      Re: BT line question

It's been inactive too long, therefore a chargeable reconnection and possibly an Openreach visit too will be required to restart the line again.

That is why all providers are quoting a reconnection fee.

FYI Sky absorb this charge (with most bundles) and so do some others, but lots do not as you are finding.

If the BT phone line has been dormant for some time then it may require an engineer visit to either or both the exchange or your property to check the line. In the case of BT there is normally a 130 charge for this but depending on the package you are taking particularly if it is for telephone and broadband then it is likely that a credit for that amount will be added to your account.

You may find that there are other service providers willing to offer you similar deals.

Edit: Bubblegun beat me to it.
