      Technically you should include such costs in what you charge.
      I do charge my phone bills
      I did charge a percentage of other stuff, but the VAT inspector told me I couldn't split any bills as there was no way of knowing the correct apportionment and told me to pick one that came close to the correct amount an charge that. I thought it a bit strange, but who am I to argue with a tax man.

      That's for tax purposes.

      If you are charging by the hour for a job, then you can include various things that the tax man doesn't need to worry about. If you think that a larger percentage needs to be covered for your phone bill, then include it.

      Of course you do need to ensure that your prices remain competitive.

      Not quite. Most of the countries of the EU are net recipients of EU money. They'll feel the cold when we leave and stop paying in.
