9 times out of 10 this is a security software issue. Have you uninstalled all of it? Very often just disabling these items does not work. You have to uninstall to make sure that they are not operating. If you have done this then go back to basics.
Open the Control Panel>Network and Sharing Centre. Check that the Network is set to Private, if it is not click Customise and make it so. Check under Sharing and Discovery that Network Discovery is On. In the left pane click Manage Network Connections'. This should show the icons for the network adapters. Right click the one for the ethernet connection, usually shown as Local Area Connection check that Disable is shown at the top and select Properties. (If Enable is shown at the top, left click it to enable.) Check the boxes for Client and Internet Protocol Version 4 are ticked. Untick the box for Internet Protocol Version 6, this is not required and can cause problems. Leave all the other boxes ticked. Now highlight IP version4 and click the properties button. On the next page make sure the button for 'Obtain an IP address Automatically is ticked. Close back down to the Network connections pane. If there is an icon for Wireless LAN, right click it and repeat everything.
When that is done right click the Local Area Connection icon and select Status. This should show that IPv4 is connected to the Internet. If it does not click the Diagnose button. Do this for both if you have 2 adapters and close the pane.
If you are still unable to connect, click 'Set up a connection or network'. Choose Connect to the Internet at the top and follow the Wizard. If it says you are already connected, try choosing 'Set up anyway'
If you are still unable to connect go to the Control Panel>Security, and turn off the Windows firewall.
