Actually you can have remote avatars I had them once on one of my forums before. But to get the image rotater script to work with VB you still need to a bit of tinkering but its really simple to do.
Also for reference here is my current ADSL Max speed result, I shall see what happens when I'm with Sky:

I have problems with that speedtest - it shows download as '0':

I use the giganews one most:

I'm on MAX & get between 4.5 & 6.0 ...

could be, windows firewall shouldnt be a problem what other one/s you got ?
