Your ping reduces because of the shooting of bullets, it just means that you are borderline pinging between the 3 bars and 4 bars. If you were slightly closer to this player you'd probably receive full 4 green bars in a more sustained way, if you were further away then you'd find yourself with 3 bars sustained, that is until the game has all the crazy explosions and harriers and choppers etc then you'd just see it fluctuate again anyway.
      My solution to you is play a different game, MW2 is just awful, because of the sponging and lag its nigh on impossible to play it with a degree of accuracy.

      Just to add... If you are host you will have full green bars, 100% ALL Game!, Never will it fluctuate. And MW2 has auto host selection so perhaps your thinking your host and your actually not, press back the moment the game starts up to see who is chosen as host.

      The host in this video is TennyJay, and when there is firing the bars go down, this is exactly what i'd expect to see, i don't see the problem here other than the game is terribly laggy anyway.
      ok thanks for helping i know mw2 has problems but this is also a problem on cod4 and cod5 i was playing cod4 yesterday and the bullets wasant registering also sometimes.

      and when i host i get 4 bars i know that every hosts gets full ping.. but when im hosting like i showed there its making the other players change different pings all the time. it should be pretty much the same ping all game but it just switchs all the time

      like i said i dont think its just mw2 because its doing it on cod4 and cod5

      Ping statistics for 84.234.17.86:
      Packets: Sent = 100, Received = 100, Lost = 0 (0% loss),
      Approximate round trip times in milli-seconds:
      Minimum = 30ms, Maximum = 35ms, Average = 31ms

      its not a ping problem is it?

      any other guess of mine is sometimes my computer is slow then it goes fast when i played a hd video on my pc two symbols came up in the bottem right hand corner then it went fast like normal then when i took the video off the symbols went away and it went slow.

      also im getting disconnted. maybe my upload is to high because of the noise? because i rang up sky to make it higher it was about 700 upload or something then they made it a 1meg but it said it was unstable so he said he watch it after the next few hours and he made it 12 meg 921 from 16 meg maybe the connection is unstable?

      Looking at all your stats etc it really doesn't look like a connection problem. Do you have any programmes running in the background that either search the drive or things like MSN that may keep checking via the net?

      Have you tried running in safemode?

      Fingers crossed were going to identify a culprit for this soon lol! could you confirm your router for us again, and have you checked all your router settings? Certain linksys settings can cause issues similar. Could be dodgy firmware, program runing on pc even a virus? Have you tried a second router? Have you tried playing with your pc off? is your console wired or wireless?

      hmm thats wierd he synced the speed over 18meg now its 16.8 meg the system must of downgraded it :s

      also how can they make the ping better by taking some download off ? because i noticed my connection is so much better now on call of duty must be because of the ping because it was alot worse. the guy from cs said thats the best he could get it stable or something maybe he could of pushed it more i dont know.
