Yep I'm pretty sure they're dead, also i just ran another speedtest and I'm now at just under 1 mbps.

I used to get disconnections though when i was with Pipex broadband so i thought it might be a problem with the line, is there anyway i can check?

All you can do is ask whoever you pay the phone rental to if they can check your line for faults. You could also ask Sky if the will do a broadband check on your line as it is continually dropping out, but they are never keen to do this as it is very costly.

I am not sure what you mean, but no matter what package you are on you will still have the same line, so there is little likelihood of anything being different.

If you change to another ISP there may be more chance of them taking an interest in your getting your line fixed. Sky are obviously not bothered.
