      Signed up here just to say that I have the exact same issue, and I use UKOnline (goes through the Sky network).

      I've posted about it here:

      I've phoned them and emailed them but they won't budge from blaming BT or my phone line for this issue.

      My assumptions are that they're throttling the traffic in some way as nothing else that's been suggested makes any sense.

      You profile says you are on base are if so then the fault you have is not the same as Macca88 as he is on connect ,

      I am not sure about ukonline are you LLU of piggie backing off BT ?
      If you are not LLU then its all down to BT man and not much sky and ukonline can do about it and this is why sky are trying there best ( also most other isp`s ) to get most exchange changed to LLU .

      As said, I'm on UK Online IPStream which takes a route through the Sky network.

      The issue here is identical, and it's not by chance. UK Online has denied causing this obviously intentional problem, so I have to assume that Sky are responsible.

      It's not by magic that certain traffic types are being singled out.

      Hello,

      If you are on Ukonline Ipstream and this does go through the sky network its LLU and so not same fame fault ,

      How ever is Ipstream does not go through the sky network but BT then its BT that are forcing the traffic shaping with Ukonline / Sky ,

      BT Wholesale do not traffic shape. They are not the same as retail. Even if they did it would not explain why others on the same exchange don't suffer the same problems. It's known that Sky and Easynet have Ellacoyas.

      Ok so whats with the tracert ?
      And as i asked before or you using LLU or going through bt`s network ,

      Going by your tracert you look to be on LLU and so this is not the same fault as Macca88 ,
