Its ages since I was on connect but I would imagine it would involve getting past T1 to CST who would then have to log a call with BT ?
Its a pity you dont have the V1 router, as detailed stats can be had from that which would tell us for sure. Tho I would suspect you are not on fp.
Try doing a traceroute which will show if there is any particular hop that is causing a problem :- tracert bbc.co.uk in a command prompt

      Heres the tracert Dholdi:

Tracing route to BBC - Homepage [212.58.251.195]
over a maximum of 30 hops:

      1 <1 ms <1 ms <1 ms myrouter.home [192.168.0.1]
      2 46 ms 48 ms 46 ms dr10.thlon.ov.easynet.net [89.200.128.194]
      3 47 ms 46 ms 47 ms 5acf000c.bb.sky.com [90.207.238.12]
      4 47 ms 47 ms 47 ms be2.er10.thlon.ov.easynet.net [195.66.224.43]
      5 48 ms 52 ms 55 ms bbc-gw0-linx.prt0.thdoe.bbc.co.uk [195.66.224.10
      3]
      6 48 ms 48 ms 48 ms 212.58.238.129
      7 48 ms 48 ms 48 ms 212.58.239.58
      8 49 ms 48 ms 48 ms www-vip.telhc.bbc.co.uk [212.58.251.195]

      Trace complete.

I am getting a fairly stable ping of 50 but could do with shaving another 20ms off preferably - especially for quake

Thats pretty uniform across all hops so I guess you will have to get on to sky.

CST should know you can get changed to Fast, tier 1 prob won't so just get through as the normal slow speed issues and once you got CST on the line just say can they request the change...

might not help though, or might lead to lower sync speeds to keep you stable...
